Your customer's tax rate is based on the address they intend to have their project shipped or delivered to, and is based on the final proposal price. 

Tax rates differ from state to state. In fact, tax rates can even differ from county to county. But your customers should be familiar with the tax rate, since it’s the same local tax rate they would owe for any other taxable purchase where they live.
